The global urea market has entered another period of pronounced volatility in 2026, but the forces shaping the industry are substantially different from those seen a decade ago. Earlier concerns centered heavily on structural overcapacity and weak utilization rates. Today, installed production capacity remains substantial, yet the availability of exportable urea can tighten rapidly because of natural gas constraints, geopolitical disruption, trade policies and concentrated supply routes.
Urea remains one of the most important nitrogen fertilizers in global agriculture, linking fertilizer economics directly to natural gas markets, crop economics and food security. Large agricultural consumers such as India, China, Brazil and the United States continue to influence demand, while major exporting regions in the Middle East, Eurasia, North Africa and Asia determine the availability of internationally traded material.
Urea Prices Rise Sharply as the Global Supply Chain Tightens
Price movements illustrate how quickly the market balance can change. The World Bank reported that nitrogen fertilizer markets experienced renewed pressure in 2025, with strong demand, production shortfalls and trade restrictions supporting urea prices. Its July 2025 outlook expected urea prices to increase by around 15% during 2025 before additional capacity provided some relief.
Conditions became considerably more volatile in 2026. Supply disruptions affecting Middle Eastern production and exports pushed urea above USD 850 per metric ton in April 2026, according to the World Bank, approximately 80% above February levels and the highest level since April 2022. The Middle East is especially important because the region accounts for nearly one-quarter of global urea exports.
Prices subsequently corrected. International urea was reported at approximately USD 572 per tonne in June 2026, down sharply from the preceding spike but still 45% higher than the USD 395 per tonne recorded in June 2025.

The figures demonstrate an important feature of the modern urea market: nominal global capacity alone no longer provides an adequate measure of supply security. A market can have significant installed capacity and simultaneously experience shortages of competitively priced, internationally available product.
China Remains a Critical Variable in the Global Urea Market
China continues to occupy a distinctive position because it is both a major producer and consumer of nitrogen fertilizers. Its production economics also differ from many export-oriented producers because a significant portion of Chinese nitrogen fertilizer manufacturing is based on coal rather than natural gas.
More importantly for international buyers, Chinese export policy can materially alter the volume of urea available to the global market. Restrictions designed to protect domestic fertilizer availability can remove potential tonnes from international trade precisely when importing countries need additional supply.
This means China’s influence extends beyond production volumes. Decisions concerning exports, inspections, domestic fertilizer affordability and food-security priorities can affect international urea prices across Asia and other import-dependent regions.
India Continues to Shape Global Urea Demand
India remains another pivotal urea market because of the enormous scale of its agricultural fertilizer consumption and its continuing requirement for imported urea.
Government figures show the magnitude of the domestic market. For the 2025–26 Rabi season through March 23, 2026, India’s pro-rata urea requirement reached 19.22 million tonnes, while availability totaled approximately 25.03 million tonnes and sales reached 19.72 million tonnes. Urea stocks stood at about 5.31 million tonnes on March 23.
These volumes demonstrate why Indian purchasing decisions and import tenders can have an immediate influence on international sentiment. Large procurement programmes can tighten spot availability, particularly when they coincide with restricted Chinese exports or production problems in major gas-based exporting regions.
Natural Gas and Geopolitics Reshape Urea Production Economics
Urea economics remain closely connected to ammonia and therefore to the cost and availability of feedstock. For gas-based producers, natural gas represents a decisive component of production economics. Regions with abundant competitively priced gas can consequently maintain an important structural advantage.
This relationship became highly visible during the European energy crisis and has returned to the foreground as geopolitical events affect gas flows and fertilizer production.
The 2026 disruption has demonstrated another vulnerability: geographical concentration. Problems affecting major Middle Eastern producers can influence not only regional supply but international freight flows and fertilizer availability across South Asia, Latin America and other importing markets.
Is Global Urea Overcapacity Still the Main Market Risk?
The global urea industry continues to add capacity, so concerns about oversupply have not disappeared. However, the concept of urea overcapacity requires more nuance than it did in the late 2010s.
Installed nameplate capacity does not automatically translate into exportable supply. Plants may operate below capacity because of feedstock economics, maintenance, sanctions, logistics problems or regional disruptions. Governments can also prioritize domestic fertilizer security over exports.
Consequently, the market can move from expectations of surplus to physical tightness remarkably quickly.
The World Bank’s earlier expectation that additional capacity in East Asia and the Middle East would help moderate prices illustrates the importance of new supply. Yet its latest 2026 assessment projects urea prices to rise by nearly 60% in 2026 before easing in 2027 as Middle Eastern exports recover and natural gas conditions improve.
Global Urea Market Outlook for 2026–2027
The outlook is therefore defined less by a simple question of whether the world has sufficient urea capacity and more by where that capacity is located, what feedstock it uses, whether plants can operate reliably, and how much production is actually accessible to international buyers.
Agricultural demand remains substantial, while food-security policies are encouraging major consuming countries to protect domestic fertilizer inventories. At the same time, geopolitical disruptions, natural gas availability, Chinese export policies and concentrated shipping routes can produce rapid changes in the international supply-demand balance.
For 2026–2027, these factors suggest that the global urea market will remain highly sensitive to supply shocks even as new production capacity enters the industry. The longer-term expansion of capacity could place downward pressure on prices once disrupted production normalizes, but recent events have demonstrated that theoretical overcapacity provides little protection when significant volumes suddenly become unavailable.
The defining feature of today’s urea industry is therefore not simply overcapacity. It is the tension between large global production potential and a much more fragile pool of internationally tradable supply — a dynamic likely to keep urea prices, trade flows and investment decisions volatile well beyond 2026.
